TSR Fees and Prices

On 1 October 2016, Murray Local Land Services updated its fees and prices schedule for services associated with the use of Travelling Stock Reserves (TSRs).

Pricing Principles

The TSR Fees and Prices Schedule has been developed with a set of pricing principles that include:

  1. Clarity and Simplicity


    Although the legislative framework associated with TSR fees and prices is complex, Murray Local Land Services has simplified all its TSR fees and prices into a simple two page document.

  2. Murray Region Wide Pricing Consistency


    The same fees and prices for the same level of customer service now applies regardless of where you are located within the Murray Local Land Services Region.

  3. Consistency with the principle of beneficiary pays.
  4. GST Exclusive Pricing


    The TSR Fees and Prices Schedule lists both GST exclusive and inclusive prices.

  5. Market Competitive Pricing


    Recognition that TSR fees and prices need to be competitive with local stock agistment markets.

  6. 10:1 Cattle to Sheep Price Ratio


    Consistent with cattle and sheep stock units detailed in clause 3 (2) of the Local Land Services Regulation 2014.

  7. 50% Pricing for Calves and Lambs (<6 months)
  8. Consistent with past practice within the Murray Local Land Services Region.

TSR Fees and Prices Schedule

The following fees and prices have been approved by the Murray Local Land Services Board for implementation within the Murray Local Land Services Region from 1 July 2016.

Notes

1. Unless authorised for a slower travel rate, stock must travel towards their destination at a distance of not less than 10km on each day. Refer to following worked example for a Stock Walking Permit.

  • a. 105 cattle to travel 34 km
    • i. $1.10 x 11 (per 10 or less head) x 4 (per 10 or less km) = $48.40 (excluding GST)
    • ii. Total Cost (including GST) = $48.40 + $4.84 (GST) = $53.24

2. Slow Travel Permit prices are in addition to the cost of a Stock Walking Permit.

3. Slow Travel Permits will detail the minimum travel rate that stock must travel towards their destination.

4. Fees and prices for Slow Travel Permit days only apply to additional days of grazing that are not accounted for as part of the Stock Walking Permit. Refer to following worked example for a Slow Travel Permit.

  • a. 105 cattle to travel 34 km at least 5km per day (7 days total travel)
    • i. $0.22 x 105 cattle x 3 days = $69.30 (excluding GST)
      • The other 4 days are included in the Walking Stock Permit
      • 4 days (Walking Stock Permit) + 3 days (Slow Travel Permit) = 7 days
    • ii. Total Cost = $48.40 Walking Stock + $4.84 GST + $69.30 Slow Travel + $6.93 GST = $129.47

5. Routine Stock Movement Permits are typically issued on an annual basis to authorise the movement of stock between related properties. Routine Stock Movement Permits do not authorise stock to stop travelling and graze. Stock must travel directly between their destinations and travel at least 1 km/hour. Stock signs must be clearly displayed and someone must be on site in control of the stock at all times.

6. Radio Frequency Identification Device Scanning fees do not apply in cases where the action is initiated by Murray Local Land Services.

  • a. This service is only offered to stock using travelling stock reserves.
  • b. The hourly rate includes travel time by Local Land Services staff to and from the site.

7. Reserve Use Permits are generally required for non-stock related but still legal activities on TSRs other than passive recreational activities (e.g. walking, running, horse riding and pedal cycling).


8. Minimum Fees only apply where the total of the normal fees and prices are less than or equal to the Minimum Fee.

  • a. Minimum Fees do not apply in addition to normal fees and prices.

9. Roadside Grazing Permits apply for stock grazing adjacent to a road, but not part of the “paddock” reserve, where the stock are not travelling.

10. Penalty Rates – Travelling Stock may be applied at the discretion of Local Land Services on a daily basis in the following instances:

  • a. For each day less than the 2 working days advance notice required for permit applications before stock enter a travelling stock reserve or public road as detailed in clause 71 (3) of the Local Land Services Regulation 2014.
    • i. Local Land Services is under no obligation to approve permit applications with less than 2 working days advance notice.

  • b. For each day travelling stock are late arriving at their permitted destination without a genuine reason (e.g. blocked by flooding).
  • c. Where Local Land Services is seeking to recover fees and charges for unauthorised travelling stock. This includes cases where mob numbers are greater than the authorised number of stock detailed in a permit.
  • d. Requires authorisation from the Team Leader Land Services or higher authority.

11. Penalty Rates – Grazing Stock may be applied at the discretion of Local Land Services on a daily basis in the following instances:

  • a. For each day less than the 2 working days advance notice required for permit applications before stock enter a travelling stock reserve or public road as detailed in clause 71 (3) of the Local Land Services Regulation 2014.
    • i. Local Land Services is under no obligation to approve permit applications with less than 2 working days advance notice.
  • b. Where Local Land Services is seeking to recover fees and charges for unauthorised travelling stock. This includes cases where mob numbers are greater than the authorised number of stock detailed in a permit.
  • c. Requires authorisation from the Team Leader Land Services or higher authority.

12. Grazing discounts may be applied in some cases at the discretion of Murray Local Land Services to assist achieve fire hazard reduction outcomes only in areas that are formally registered as Strategic Fire Advantage Zones by the NSW Rural Fire Service with the authorisation of the Team Leader Land Services or higher authority.

  • a. Each case will have its merits assessed on a case by case basis.

13. Grazing discounts may be applied in some cases at the discretion of Murray Local Land Services to assist achieve biodiversity conservation outcomes with the authorisation of the Team Leader Land Services or higher authority.

  • a. Each case will have its merits assessed on a case by case basis.

14. Permits will not be issued to applicants where the stock owner or applicant has outstanding fees and charges owing (> 60 days) to Local Land Services.

15. Fees for the use of Stock Yards apply to the following locations:

  • a. Jerilderie Cattle Yards
  • b. Bakes Reserve Yards

16. In accordance with clause 104 of the Local Land Services Act 2013, Local Land Services may recover the cost to rectify damage to a travelling stock reserve and/or structures or works located on a travelling stock reserve.

  • a. This includes cases where the damage was unintended or without negligence.
