Laws and regulations
The NSW Parliament passed the Local Land Services Bill 2013 on 27 June, paving the way for 11 regional Local Land Services organisations to be operational in January 2014. The Local Land Services Act 2013 becomes fully operational in January 2014.
The Local Land Services Act 2013 established Local Land Services, repealed the Rural Lands Protection Act 1998, the Rural Lands Protection Amendment Act 2008 and the Catchment Management Authorities Act 2003.
The legislation makes NSW the only State where publicly-funded biosecurity, natural resources management and agricultural advisory services are provided by a single organisation.
Catchment Management Authorities, Livestock Health and Pest Authorities and some advisory services of the Department of Primary Industries, which previously operated separately, form the integrated Local Land Services with a shared focus.
Compliance and enforcement policy
The Government's Quality Regulatory Services Initiative (QRSI) aims to have regulators implement outcomes and risk based regulation to minimise costs to businesses and individuals whilst maximising outcomes for government.
The purpose of the QRSI is to:
- reduce unnecessary regulatory burden on regulated entities
- increase the productivity of regulators and regulated entities
- drive flow on economic and social benefits.
The Department of Premier's and Cabinet has developed a framework to assist agencies to implement the QRSI and established milestones and associated time frames.
Local Land Services is required to publish a Compliance and Enforcement policy under the Government's QRSI, report on its implementation and strive for continuous improvement across regulatory activities in line with the QRSI.
The Compliance and Enforcement policy has been prepared to enable Local Land Services to meet requirements under the QRSI.
It provides a picture of the Local Land Services role in compliance, describes our relationship with other regulatory agencies and sets the foundations to develop a Local Land Services Compliance and Enforcement Strategy.
